Every external deal ranked by strength of signal. The rank score is stage-aware workstream weights applied to evidence actually present in each record, then discounted by how much of the seven-workstream framework was observable, so a thinly researched deal cannot outrank a fully diligenced one. Deterministic and reproducible: no model inference, no invented figures. A deal with no scorable evidence reads as not scored and sorts last, because a data gap is not a verdict.
